Join the Jewish Council for the Aging for a virtual presentation featuring the Montgomery County Police Department’s Keeping Seniors Safe program.

This informative session will offer practical guidance to help older adults recognize and avoid fraud, identity theft, and common scams. The program will also include a focused segment from JCA’s Montgomery County SHIP (State Health Insurance Assistance Program) team on how to spot and report Medicare fraud, followed by time for questions and discussion.

Speakers:
 
Walter Houser, Volunteer, Financial Crimes Section, Montgomery County Department of Police

Walt Houser volunteers with the Montgomery County Police Department Financial Crime Section. He teaches fraud prevention, cybercrime prevention, personal safety, and emergency and non-emergency assistance. He speaks to audiences of all ages, 
from high school students to residents of senior living centers. He has created more than 50 web pages on the MCPD website to educate people and prevent fraud and cybercrime. Previously, he taught cybersecurity at Thomas Edison High School in the Montgomery County Public Schools (MCPS) system and advised MCPS on IT curriculum. Before retiring in 2017, he worked as a cybersecurity project manager, applications development manager, and enterprise architect at federal agencies, helping them design, develop, and deploy more resilient and reliable software and systems.
 
Rafael Espinoza, Director of SHIP (State Health Insurance Assistance Program)

Rafael has been working in healthcare administration for more than 30 years. Rafael came to JCA in 2017 from an agency that secured Medicaid coverage for self-paid hospital patients. With this background in government-funded healthcare programs, Rafael was 
able to easily navigate the complexities of Medicare. Now, as SHIP’s director, Rafael presents workshops on the various Medicare options and oversees a team of volunteers who work one-on-one with people seeking to choose the coverage that is best for them.
